Teresa A. MacCartney
Teresa MacCartney currently serves as the Executive Vice Chancellor of Administration in the Board of Regents of the University System of Georgia. Ms. MacCartney began her career in the Governor’s Office of Planning and Budget (OPB) in 2001. She left in 2003 to become the Senior Policy Advisor for budget and governmental affairs at the Georgia Student Finance Commission.
In 2005, Ms. MacCartney returned to OPB as Director of the Education Division and was promoted to Deputy Director. In October 2010, she served as Deputy Superintendent for Race to the Top implementation at the Georgia Department of Education, providing oversight and management of Georgia’s Race to the Top application. Ms. MacCartney was appointed as the Chief Financial Officer for the State of Georgia and Director of OPB by Governor Deal in October 2012 and held the positions for over six years.
She currently serves as the Chair of the Georgia Higher Education Facilities Authority Board, a board member of the Georgia Lottery Corporation and serves as a Board of Trustees of the Leadership Georgia Foundation.
Ms. MacCartney served on the Board of Directors of the OneGeorgia Authority, the Board of Directors of the Georgia Higher Education Savings Plan, the Georgia State Road and Tollway Authority Board, State Depository Board, Employee Benefits Plan Council, National Association of State Budget Officers’ Executive Committee and Georgia ABLE Program Corporation Board.
Teresa MacCartney earned a Bachelor’s Degree in Science and a Master’s Degree in Public Administration from Georgia Southern University. She and her two children reside in Marietta, Georgia.
